THE CONTROL EXERCISED BY THE STATE IN COUNTER WITH FREEDOM OF EXPRESSION

Abstract
This study aimed to enable the reader to examine the importance of their freedom of expression amidst the State's attempt at regulation. And its methodological proposal was the literature review, using books and articles on the subject. Through this, it was possible to establish a historical review of some thinkers and their vision of freedom, such as Thomas Hobbes, John Locke and Jean-Jacques Rousseau, who shaped how man and the State should behave in order to have a “perfect” society. This led to a discussion on the way in which individuals and the State coexist, as well as on democracy as a synonym for freedom. Thus, it is observed that calibrating the balance of freedom and State power is much more difficult than it seems, as the guarantee of fundamental rights, for those who grew up in a democratic country, seems to be something natural, but that is not what happens. around the world.
