Abstract

This article aims to analyze the death pension benefit as an instrument of social security public policy. Since Constitutional Amendment No. 103/2019, several changes have been made to the regulation of this benefit, including regarding the monthly amount paid to the dependent(s) of the insured. Based on this context, the research aims to examine the pension reform, in particular, the change in the calculation of the death pension benefit, supported by John Kingdon's multiple streams theory. For the investigation, were used the deductive method and qualitative approach, with bibliographic, legislative and documentary research. By identifying each of the streams, it was possible to verify the opening of a window of opportunity that culminated in the promulgation of Constitutional Amendment 103/2019 and the consequent change in the social security rules. Especially in relation to the death pension benefit, this analysis allowed to understand the dynamics behind the change in the calculation, especially those of a political nature, given that the confluence of interests between the Executive and the Legislative was decisive for the approval of the Project.
