Abstract
This study aims to verify the existence or not of obstacles caused by the lack of knowledge about the requirements, in the path taken by people who receive the Benefit of Continuous Provision - BPC when accessing it and how much this impacts on the rite of this right. It is also proposed to analyze the degree of prior knowledge of BPC beneficiaries regarding its requirements and identify the forms of access used by them. Through qualitative research, it carries out a literature review on the BPC and the historical context of social assistance in Brazil, addressing the social protection system and the course of citizenship in the country, in addition to discussing the constitutional situation, the differences between benefits social security and assistance and the social aspects of the BPC. It also studies its infraconstitutional context, revealing its origins and its history of legal changes, in addition to the proposal for its reformulation contained in the 2019 pension reform. It also presents a case study carried out with beneficiaries of the municipality of Butiá/RS, whose objective was to understand the context in which the BPC is inserted in a given Brazilian municipality and the variables that influence it, in addition to allowing the measurement of the degree of knowledge of the interviewees about the requirements and the difficulties faced in accessing and maintaining this right. The data collected in the study reveal that most people are unaware of the necessary requirements for accessing the BPC and this ends up becoming an obstacle.
